New Advertising thing

WE should have it like a mod for that forum who waits for an advertisment topic to come up then lock it, so there will be no bumping it so it will be fair to the other members.

We've taken away the ability for users to post replies to advertisements within that forum.
There is no need to hire a new mod, the ones we already have are fine.
